Abstract

This study examines the role of the Regional Development Planning Agency in urban development policy formulation in Bandar Lampung. Regional Development Planning Agency function is crucial for coordinating and synchronizing development plans across various governmental units, aligning with local and national legislation. Despite its central role, the agency faces significant challenges, including inadequate human resources, insufficient facilities, and limited financial resources, which hinder its effectiveness in policy formulation and implementation. This research utilizes a qualitative approach with a descriptive analysis to explore these challenges in detail. Findings reveal that while Regional Development Planning Agency is pivotal in coordinating development efforts, its capacity is constrained by human resource limitations, outdated infrastructure, and financial shortfalls. To enhance Regional Development Planning Agency effectiveness, the study recommends investing in human capital, upgrading technological infrastructure, and securing additional funding. Future research should explore digital transformation strategies and enhanced inter-agency collaboration, as well as comparative studies with other regional development agencies to identify best practices for overcoming these challenges.
